POA · Attestation from Russia
Power of Attorney Attestation from Russia for Use in the UAE
Moscow's stamps travel with the document — the deciding marks are still in the Emirates.
Updated September 2026 · market data verified methodology
Russia and the UAE have no apostille arrangement between them: the UAE is not a party to the Hague Apostille Convention, so a Russian document carrying an apostille has no power of attorney effect in Dubai or Abu Dhabi. A Russian mandate becomes usable in the Emirates only through the full consular chain — notarization by a Russian notary, legalization by the Ministry of Foreign Affairs of Russia, the stamp of the UAE Embassy in Moscow and attestation by the UAE Ministry of Foreign Affairs after arrival.
Each office in the chain verifies the previous mark before adding its own, so the order — notary, Russian MFA, Moscow embassy, UAE MOFA — cannot be rearranged or shortened. Completed in full, the document is accepted by UAE notaries, developers, banks and courts like a locally issued mandate; stopped halfway, it is paper that travelled four thousand kilometres for nothing.

The legalization chain, step by step
Each stamp confirms the previous one — a missing link sends the document back to the start.
- 1
Draft to UAE requirements and notarize
The mandate is drafted against the UAE use case — a Dubai property sale needs the object identified, a company mandate needs a defined scope — and signed before a Russian notary. Rewriting after legalization means starting the chain again.
- 2
Legalization by the Russian MFA
The Ministry of Foreign Affairs of Russia verifies the notary's signature and seal and legalizes the original. This consular legalization — not an apostille — is what the UAE Embassy checks before acting.
- 3
UAE Embassy in Moscow
The embassy's consular section places its sticker over the MFA legalization, completing the Russian side of the chain and clearing the document for travel.
- 4
MOFA attestation on arrival
In the UAE the Ministry of Foreign Affairs verifies the embassy stamp. Without this final mark no notary, developer, bank or registry will act on the document.
- 5
Licensed legal translation
A translator licensed in the UAE translates the mandate into Arabic and attests the translation; if the POA is destined for court proceedings, the translation additionally passes Ministry of Justice attestation.
- 6
Presentation to the UAE authority
With the chain and the Arabic text complete, the attorney presents the POA to the notary, the Dubai Land Department or the authority the mandate was written for.
What to watch for with documents from Russia
- The apostille route exists for Russian documents going to Hague countries — the UAE is not one, so ask for consular legalization explicitly at the Russian MFA.
- The mandate is drafted in Russian, which UAE authorities do not read: the operative text in the Emirates is the Arabic translation by a licensed legal translator, made after MOFA attestation.
- The UAE Embassy for Russia is in Moscow; principals elsewhere in the country add courier legs in both directions to the calendar.
- Consular submission windows and requirements shift; confirm the current procedure at the Russian MFA and the embassy before the document starts moving.
- Russian domestic forms — including notarized general mandates — often grant powers broader than a UAE notary expects to read; scope should be matched to the specific UAE transaction.
- If the attorney will complete a property transfer in Dubai, check the two-year ownership rule and the object identification in the mandate before notarization.
Frequently asked questions
Will an apostille make my Russian POA valid in the UAE?
No. The UAE is not a party to the Hague Apostille Convention, so an apostilled document has no force there — except under narrow bilateral arrangements. A Russian mandate needs the full chain: Russian MFA, UAE Embassy in Moscow, MOFA attestation.
How long does the whole procedure take?
Commonly two to four weeks end to end; the MFA and embassy queues set the pace, and embassy queues vary — confirm current processing before fixing dates for the UAE side of the transaction.
Can legalization be skipped with online notarization?
Yes. UAE notaries notarize powers of attorney by video call: the mandate is drafted to UAE standards and you sign it on camera with your passport. The issued document lives in the UAE system and needs no Russian chain at all.
What happens if one link in the chain is missing?
The document is refused and sent back to the failed office. The embassy will not legalize an original without Russian MFA legalization, and the UAE notary will not accept a POA without the MOFA mark — the missing leg must be completed first.
Do I need to come to the UAE in person?
No. Legalization runs on the paper original through couriers or a representative, after which your attorney acts for you in the Emirates. Personal presence is required only for video notarization or if you choose to sign at a UAE notary.
