What Is NOC (No Objection Certificate) in the UAE
An NOC is a letter in which an authority, sponsor or employer states it has no objection to a specific action — a visa status change, a second permit or a new registration. In company formation it appears most often when a visa holder changes sponsorship or adds a permit in another zone.

Without an NOC from the current sponsor, a residence visa cannot move to a new company — a step that derails start dates when missed.
Some free zones require an NOC before issuing a second permit to a person already sponsored elsewhere.
