How to draw up and issue a citizen of the Russian Federation a foreign passport

Registration and issuance of a passport to a citizen of the Russian Federation certifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation.

In accordance with the Federal Law No. 114-FZ of August 15, 1996 «On the order of exit from the Russian Federation and entry into the Russian Federation», a citizen of the Russian Federation, residing outside the territory of the Russian Federation, shall have a passport drawn up and issued by a diplomatic mission or consular institution of the Russian Federation in the state of residence of such citizen.

The period for issuance of a passport by a diplomatic mission or consular institution of the Russian Federation shall not exceed three months from the date of submission of an application for issuance of a passport.

The date of application for the passport is the day of submission of all duly executed documents and photos stipulated by article 9 of the Federal Law.

A citizen of the Russian Federation has the right to choose a passport with a validity period of 5 years or a passport containing electronic media with a validity period of 10 years.

During the period of validity of the passport issued to a citizen of the Russian Federation, this citizen, in accordance with the above Federal Law, may be issued and issued a second passport containing an electronic medium of information, with a validity period of 10 years.

During the period of validity of a passport issued to a citizen of the Russian Federation in accordance with the above Federal Law, this citizen may be issued a second passport containing an electronic medium, valid for 10 years.

It is not allowed:

1. issuance of a new passport without declaring the previously issued passport invalid in case it is lost by the owner;

2. if there are two valid passports, issuance of a new passport without withdrawal of one of the previously issued passports, if its validity has not expired.
